Job Description:
The Human Capital Manager is responsible for overseeing all human capital functions for a project location. The manager’s purpose is to ensure high quality and effective human capital operations and administration.

Essential Job Duties:
• Provide support, guidance and direct supervision for the Human Capital Department in assigned project site and serve as the corporate interface for all Human Resources activities
• Proactively, develop, implement and monitor overall HR strategies, systems, tactics, policies and procedures to identify inefficiencies and recommend improvements to ensure alignment with company and project goals
• Partner with organizational leaders to improve culture, work relationships, succession planning, career paths, wellness, engagement and morale to increase productivity and retention
• Participate in the development, delivery, and coordination of training activities at all levels to make certain that staff are knowledgeable regarding contract, corporate and legal requirements pertaining to human capital
• Lead department and project staff in yearly, cyclical, high volume, hiring and onboarding efforts to maintain compliance with company policies and contract requirements
• Lead department in completions of routine full cycle Human Resources tasks such as personnel files, timesheets, I9's, payroll, benefits, workers compensation, leave management, reports, disciplinary actions, grievances, separations, exit interviews, and unemployment claims
• Facilitate the yearly employee performance and salary review processes for the project
• Ensure the HR department’s operations are running smoothly and effectively to deliver maximum value to the organization as a whole.
• Ensure compliance and maintain current knowledge of employment and labor laws, including, but not limited to Equal Employment Opportunity (EEO), Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), Fair Labor Standards Act (FLSA) and Service Contract Act (SCA)
Manages, perhaps through subordinate supervisors, the coordination of the activities of a section or department with responsibility for results, including costs, methods and staffing.
In some instances this manager may be responsible for a functional area and not have any subordinate employees.
Works on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors, including an understanding of current business trends.
Follows processes and operational policies in selecting methods and techniques for obtaining solutions.
Acts as advisor to subordinate(s) to meet schedules and/or resolve problems.
Develops and administers schedules, performance requirements; may have budget responsibilities.
Frequently interacts with subordinate employees, customers, and/or functional peer group managers, normally involving matters between functional areas, other company divisions or units, or customers and the company.
Often must lead a cooperative effort among members of a project team.
Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals.
Provides guidance to subordinates within the latitude of established company policies.
Recommends changes to policies and establishes procedures that affect immediate organization(s).


Job Requirements:
Education and Experience Requirements
• Bachelor’s Degree from an accredited college or university required
• Minimum of 5 years of experience as Human Capital professional, generalist experience required
• 3-5 years of supervisor/leadership experience required
• SPHR/PHR preferred
• Advanced proficiency and experience using Microsoft Office Suite & Outlook
• Ability to work as a team member, as well as independently
• Ability to successfully execute many complex tasks simultaneously
• Excellent organizational and people management skills
• Excellent written and verbal communication skills
• Advanced knowledge of human capital practices, techniques, and standards
• Excellent training development and delivery skills
• Ability to lead a cooperative effort among members of a project team
• Ability to handle employee relations at all levels of staff
• Demonstrated ability to support multiple staff locations
• Ability to manage high level of confidentiality and experience handling PII and PHI
