Job Description:

Strategic Development



  • Lead the development and manage the implementation of global sourcing strategies for assigned information technology and related services across the company



  • Partner with cross functional stakeholders to evaluate and implement strategic initiatives and tactics



  • Identify outsourceable services and develop accompanying business case, implement as approved



  • Identify cost savings and process improvement initiatives and develop and execute plans which reduce direct & indirect COGS



  • Create plans to address competitive gaps


Vendor Relationships Development and Management



  • Partner with IT Operations to select the company's product and service providers, and manage procurement to reduce operational costs



  • Experience with software supplier products & packaging such as Oracle, IBM, Dell, MIR3, Secureworks, Scout, Insight, lansweeper, Workday, e-Gain, etc, across security, applications, infrastructure optimization,



  • Maintain relationships with key vendors focused on creating value and growth



  • Improve the supply chain by reducing defects and driving efficiencies through regular meetings and attaining executive sponsorship where appropriate



  • Improve billing, audit and financial operations in partnership with MAXIMUS Finance, insure procurement & VM tools are accurate including asset data base


Bid Management



  • Obtain requests from internal organizations



  • Effectively conduct SOW creation, RFI, RFQ & RFP through award



  • Procure equipment from vendors worldwide



  • Manage reporting compliance surrounding competitive award process



  • Manage international acquisition RFI, RFQ & RFP requirement's for category


Manage tools use, content & and insure required documentation is available



  • Assist RFP's in flight with pricing to improve win probability


Contract Negotiation



  • Solicit, receive and analyze proposals, quotations, and submissions and select suppliers in accordance with corporate policies and legal compliance



  • Coordinate the negotiation and execution of contracts with the Legal and Contracts departments, with advanced ability to negotiate virtually all non-legal commercial terms



  • Manage payment terms and cost structure in contractual agreements


Risk Management & Process Improvement



  • Monitor day-to-day vendor risk management processes and procedures to ensure consistency with corporate policy



  • Maintain awareness of current market trends and conditions that may affect vendors and pricing and may have an operational or strategic impact on the company



  • Work closely with operations, product and audit and compliance teams to continuously improve MMS risk & compliance posture and process



  • Act upon gathered performance data and provide quarterly feedback to business partners to ensure quality


Reporting



  • Assist in the development of internal monthly management reports


Requirements:



  • Bachelor's Degree, Masters preferred

  • 10 years' related work experience required, specifically in cost optimization opportunity analysis and advanced contract negotiation

  • Experience in strategic sourcing and supplier management processes with emphasis in IT outsourcing, systems emphasizing software and or hardware acquisition

  • Ability to manage and direct cross functional teams as well as direct reports

  • Experience in managing federal and state compliance requirements as it relates to procurement, supplier and asset management, and in tools adoption and implementation to enhance MMS posture therein
