Job Description:

The Finance & Accounting Manager position is responsible for performing and providing oversight for the functions noted in this job description.




  • ESSENTIAL FUNCTIONS
    1. Performs all project finance functions in accordance with company policy and manuals.
    2. Coordinates with Project Management to develop operational analysis and tracking of metrics to identify where cost efficiencies can be achieved.
    3. Develops and manages project status reporting for Project Management, using CostPoint, Cognos reports, TM1, and Excel.
    4. Reviews contract modifications, maintains financial contract files and prepares reports, documentation and presentations as appropriate.
    5. Prepares and/or reviews project financial forecasts with Project Management and Division finance and works closely to track performance and provides timely variance and Risk and Opportunity analysis.
    6. Prepares client invoices in conformance with Maximus policy and client requirements to ensure projects are billed accurately and timely.
    7. Manage Independent Contractors (ICs) billing process to ensure payments issued are accurate and timely.
    8. Manages Days Sales Outstanding by expediting collections and keeping unbilled as low as possible.
    9. Provide oversight and review of monthly accrued expenses to ensure completeness of project reporting as well as adherence to GAAP.
    10. Validates vendor and expense report transaction processing to ensure expenses are coded correctly in Coupa.
    11. Reviews labor charges to ensure project staff and shared resources are reporting time accurately and against appropriate projects.
    12. Provides monthly, quarterly, and annual forecasting for financial and business planning.
    13. Prepares routine and ad-hoc financial reports and analysis using Maximus proprietary tolls, Enterprise solutions and Excel.
    14. Leads cooperative effort among members of a team.
    15. Provides ongoing supervision to assigned staff.
    16. Responsible for identifying and resolving issues, problems and concerns.
    17. Receives assignments in the form of objectives and determines how to use resources to meet schedules and recommends changes to policies and establishes procedures.
    18. Interacts with different levels of external and internal customers.
    19. Completes daily and weekly reports.
    20. Ensures the confidentiality and security of all corporate information.
    21. Completes other duties as assigned by leadership.

    JOB REQUIREMENTS
    Knowledge, Skills & Abilities
    * Proficient in Microsoft Office (strong Word and Excel skills)
    * Excellent organizational, interpersonal, verbal and written communication skills
    * Ability to perform quantitative and qualitative analyses of existing business processes
    * Ability to coach, develop and mentor team members
    * Ability to perform comfortably in a fast-paced, deadline oriented work environment
    * Ability to work under standards-based performance measures
    * Ability to successfully execute many complex tasks simultaneously
    * Ability to work as a team member, as well as independently
    * Ability to be a self-starter

    Education
    * Bachelor's Degree in accounting or finance from an accredited college or university or equivalent experience. Master's Degree is preferred.
    Experience
    * The job requires at least five (5) years of experience in project accounting, financial control/management or a similar discipline.
