Job Description:

* Oversee preparation of complex cost recovery/rate development models and/or other types of studies for large government agencies and quasi-governmental agencies.
* Maintain an active knowledge of leading edge technology solutions under evaluation by IT organizations with an ability to understanding the cost components of the new technologies and the potential options for rating new types of IT services.
* Conduct studies and surveys by obtaining and analyzing data and recommending solutions based upon knowledge, theory, principles, technology, or specialization.
* Direct multiple engagements, participate as a team leader on long-term engagements.
* Perform as a key member of the senior management team responsible for meeting cost, schedule and quality requirements of projects and oversee all contract administrative functions including policy, budget and financial controls.
* Participate with executive management to establish strategic plans, objectives, initiatives, and work plans.
* Responsible for all P&L activities related to contracts and manage all financial activities related to projects, annual budget process, and monthly and quarterly forecast and review.
* Engage in rebid and other business development initiatives to grow business.
* Identify risks and issues and develop mitigation plans and execution oversight.
* Oversee the quality and timeliness of contractually required reports and deliverables and quality assurance and manage any necessary corrective actions to ensure consistent application of laws, regulations, policies and procedures pertinent to the project.
* Propose changes in policies and procedures to improve processes and ensure contract compliance.
* Develop processes to support project changes and oversee their implementation.

EDUCATION/EXPERIENCE: Bachelor's degree from an accredited college or university with a minimum of seven years' experience in principles, practices, policies and procedures of information technology operations, preferably with cost recovery modeling experience. A strong understanding of the IT needs of state, county, and local government programs; experience in state/county/local government business development with a thorough understanding of the RFP and proposal development processes; ability to deal effectively with senior government officials; demonstrated leadership skills. A track record of success in business development and sales; excellent organizational, interpersonal, written and verbal communication skills, ability to meet travel requirements, perform comfortably in a fast-paced, deadline and detailed-oriented work environment; ability to successfully execute many complex tasks simultaneously; and ability to work as a team member, as well as independently.

  • In some instances this manager may be responsible for a functional area and not have any subordinate employees.

  • Works on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors, including an understanding of current business trends.

  • Follows processes and operational policies in selecting methods and techniques for obtaining solutions.

  • Acts as advisor to subordinate(s) to meet schedules and/or resolve problems.

  • Develops and administers schedules, performance requirements; may have budget responsibilities.

  • Frequently interacts with subordinate employees, customers, and/or functional peer group managers, normally involving matters between functional areas, other company divisions or units, or customers and the company.

  • Often must lead a cooperative effort among members of a project team.

  • Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals.

  • Provides guidance to subordinates within the latitude of established company policies.

  • Recommends changes to policies and establishes procedures that affect immediate organization(s).
