Job Description:

Position Objective:
This position serves as a professional technical expert for information technology business analysis consultation and requirements management in support of new application development, system enhancements, and data/reporting requirements for agency solutions.

Some of what you will do:
Directs, leads, and supports the analysis, elicitation, validation, and verification of functional and non-functional customer requirements.

Collaborate with internal and external business groups to provide end-to-end business analysis, project management, leadership and consultation for the successful facilitation, prioritization, and scope management of both large and small-scale system projects.

Elicitation, management, facilitating group or individual sessions and interviews, mapping business process flows and use cases, reviewing inputs and outputs, to translate customer processes into actionable IT projects, working to ensure that technology solutions solve business problems, and meet the business needs of the agency while also providing accurate information for decision makers and business users.

As the point-person and liaison between business users and the operations team, management, and strategic teams, provides guidance to managers, subject matter experts, testers, development staff and peers during all phases of the project to ensure the solution meets or exceeds customer expectations.

Proactively seek to understand the competing needs of multiple stakeholder groups by effectively engaging business staff to identify business processes, facilitating the negotiation of requirements, building positive relationships and credibility with multiple concurrent business units.

Communicate highly technical information to customer groups in an understandable manner.

Produce timely and high quality requirements-related work products that translate business needs into technical requirements, and technical/system requirements into requirements specification documents process flows, mockups and prototypes, entity models, and test scripts.

Understand the relationships, dependencies and impact of related business functions.

Determine and document business objectives by studying business functions: gathering information: evaluating user processes, output requirements and formats, to establish detailed program specifications for new applications projects or system enhancements.

Assist with preparing technical reports by collecting, analyzing, and summarizing project and requirement information and trends, identifying system constraints, implications, and consequences of requested system changes.

Document "as-is" and "to-be" processes in flowcharts: construct diagrams and write specifications in order to translate business needs to technical requirements: determine and map modification requirements: develop use cases or user stories: prioritize requirements; create project specifications charters or statement of work documents.

Assist with development of standards for project and requirements documentation, software development lifecycle checkpoints, and security checkpoints.

Coordinate and collaborate with other ETS project managers and business analysts as needed on overlapping or integrated systems and application solutions; collaborate and share project management information, goals, and best practices.


Job Requirements:
Here is what we are looking for (Required Qualifications):
Four (4) years of experience as a Business Analyst within an Information Technology group performing consultative, administrative, or project management services, including analyzing and designing of business processes and applications.

Related education will substitute for up to two years of the required experience on the basis of two years of education for one year of experience.

Mastery-level technical consulting and research skills.

Desirable/Preferred Qualifications:
Bachelor's degree in Business Administration or Information Technology from an accredited college or university recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA) and/or training from the International Institute of Business Analysis (IIBA) and/or Certified Business Analysis Professional (CBAP).

Experience with Microsoft Visio or similar Business Modeling Tool.

Experience with Microsoft Project or similar Project Management software.

Well-developed skills in Microsoft SharePoint 2013 and Microsoft Office/Professional products Knowledge or experience with Agile, Lean and IT IL concepts.
Knowledge of Microsoft technologies used for application development (Microsoft SQL Server, .NET, Visual Studio).

Understanding of information technology management and analysis, including the software development life cycle (SDLC), systems analysis, requirements analysis and translating business requirements into user requirements and functional requirements, data modeling, security implementations, testing strategies and user test scripts within an Information Technology group.

Ability to quickly learn new technologies.

Ability to manage multiple concurrent projects.

Excellent oral and written communication skills, analytical, and problem solving skills. Proven team player and team builder as well as a self-starter and self-motivated.
