POSITION: Family Advocate
WAGE: $15.00 - $16.00 per hour

The Family Advocate primary duties are to provide case management to DHS Child Welfare families. They will also Contact DHS CW (Child Welfare) Case Workers for case coordination and support needed. They will also Contact families to explain the DHS ISRS project, its goals and services. Other Duties include the coordination of services and activities to meet the special needs of DHS Child Welfare families through personal home visits, referrals to services for physical/mental health, A&D Services, counseling, DV, dental care, and other social support services. The Family Advocate will also develop & deliver culturally-appropriate parenting educational activities, and provide role-modeling to parents. Family Advocates work in a multi-cultural environment to provide services that meet IRCO’s goals and objectives.

• Contact families within Multnomah County from the referrals received from IRCO DHS ISRS Manager regarding the goals and services offered by the DHS ISRS project
• Provide home visits, one-on-one intensive parenting skills training, and support as needed by request of either IRCO Manager or DHS CW Case Worker
• Provide referrals to culturally appropriate community services such as parenting skills programs, health and dental clinics, family planning, low income housing, nutrition services, LIEAP, and childcare as needed
• Provide interpretation as needed for parents to help them better access service providers such as hospitals, clinics and social service programs
• Provide training on public transportation as needed
• Provide role modeling to parents on how to make appointments, to advocate for the needs of themselves and their children, and to become self-sufficient in accessing services
• Translate training materials and brochures/flyers as necessary
• Maintain accurate and confidential records on each client
• Provide follow-up counseling, referral, and support as needed for clients and their families
• Coordinate activities and services with IRCO staff
• Provide monthly service reports to supervisor
• Provide weekly updates via e-mail to DHS CW and cc IRCO Manager
• Participate in staff meetings, trainings, committees, and volunteer activities to support IRCO’s goals and objectives as requested by IRCO Manager

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be through the following:
• Bachelor's degree or equivalent, in Social Work or Education preferred
• Two (2) years’ experience with parenting education and children (0-18 years old), child development, nutrition, preventive health care, and home visit techniques
• Professional level experience providing outreach, information, referrals, and follow-up to clients
• Experience working with children, youth and their families
• Must have knowledge of local Multnomah County communities, community leaders and organizations
• Must be familiar with service providers involved with parenting education, social services, health care, emergency services, and child care
• Must be able to work in a multi-cultural, multiethnic, fast paced work environment
• Must be able to communicate in English via e-mail fluently
• Must be able to type and enter progress notes via e-mail or IRCO intranet

• Ability to meet multiple, sometimes conflicting deadlines
• Strong analytical and decision-making abilities
• Ability to deal with distressed and/or demanding clients and employees in an effective manner
• Ability to work in a fast paced environment and make good judgements as it pertains to clients and customers

• Ability to sit, stand, walk, drive, talk on the phone and/or use computer terminal for long periods of time
• Possess a valid driver's license and verification of current auto-insurance, and have full use of automobile during work hours
• Ability to function in a positive manner in a demanding work environment, to demonstrate a high degree of flexibility, to respond to priorities and schedules that change frequently, and to meet commitments
• Ability to work in varied temperatures and weather conditions
