Summary: Leading, establishing and managing all aspects of collaborations with external vendors (e.g. CROs, Laboratory Providers, Functional Service Providers, Technology and Consultancy vendors) from the need to outsource an activity, identification of potential vendors, evaluation of vendor services, contractual negotiation, performance monitoring and follow up and oversight of site contracting and payment capabilities including contract terms and conditions and site budget negotiations and payment vendor oversight.



  • Manage workflow and relationships with stakeholders including Legal, Procurement, Compliance and other cross functional departments, as required to ensure execution of vendor and site contracts.

  • Liaise with internal clinical teams, regional colleagues, key subject matter experts and stakeholders in other functions and within partner's organization to embed the operational model and to identify and resolve issues and gaps.

  • Drive standardization of outsourcing and site contracting processes. Ensure compliance of processes with Legal and Procurement requirements, Corporate SOPs, WPs, policies, guidelines, regulations and best practices.

  • Establish, monitor and report on key performance indicators and develop improvement plans as needed.

  • Work closely with US Development Operations Leadership and Clinical Trial Financial Analyst on study planning and financial study management.

  • Oversee contract managers

Vendor Outsourcing

  • Determine the outsourcing strategy and define outsourcing needs for clinical trials in collaboration with Development Operations leadership.

  • Ensure proper communication to development organization and stakeholders regarding outsourcing strategies and activities.

  • Create and maintain local outsourcing processes. Ensure compliance of outsourcing process with Legal and Procurement requirements, Corporate SOPs, WPs, policies, guidelines, regulations and best practices.

  • Drive efficient and effective vendor governance meetings and additional project meetings as necessary.

  • Ensure successful resolution of issues escalated by study teams related to vendor performance and serve as central point of contact for vendors in addition to study team members.

  • Implement risk based payment models with key vendors.

  • Assist in assessing impact of changes to outsourced activities and facilitate change management with vendor and Ferring to achieve desired outcomes.

  • Identify and manage risks associated with vendor utilization and

  • Lead assessment of quality and timeliness of outsourcing deliverables with project teams.

  • Lead vendor feedback process.

  • Drive collaborative continuous improvement initiatives with vendor partners to streamline and improve operational processes.

  • Drive communication and training to key vendors to ensure quality outcomes and efficient execution in adherence with ICH GCP and the Code of Federal Regulations.

  • Identify potential new vendors and keeping an overview of the vendor market including tracking potential vendors.

Site Contract and Budget Negotiations and Payments including Health Care Provider Agreements

  • Oversee site contract and budget negotiation to support timely start-up of Ferring clinical trials. Collaborate with the internal stakeholders (Legal, Compliance and Finance) to ensure formal review, approval and execution of site contracts.

  • Ensure evaluation of Fair Market Value for site budgets

  • Oversee site payment process/vendors including study set up, site payment approval processes, reporting, vendor oversight/performance and business system


  • BA or BS degree in Finance or Life Science required

  • Minimum of 10 years of experience at increasing levels of vendor management and site contracting responsibilities, including lead experience required

  • Knowledge and understanding of Good Clinical Practices (GCP) and other Clinical Trials Regulations and guidelines

  • Understanding of drug development and program management from pre-IND through NDA

  • Excellent communication skills, good presentation and influencing skills

  • Experience with negotiating vendor and site contracts/budgets (CDA, Site Budgets, Clinical Trial Agreements, MSA, Work Orders, Change Orders). Demonstrated strong negotiation skills.

  • Experience interacting with vendors and evaluating vendor performance.

  • Ability to organize and manage multiple priorities required

  • Strong Project Management and Stakeholder Management skills

  • Knowledge working within databases designed for financial tracking, invoice management, study tracking and project management

  • Team player who is able to coordinate and direct team members

  • Ability to work well under pressure and with tight schedules.

  • Ability to identify critical issues and escalate to leadership when appropriate
