In coordination with the Director of Clinical Programs, the Entry Services Manager oversees several projects with significant components of client entry to services and crisis stabilization. This position works in several geographic locations as to best address supervisory and programmatic implementation. Must be able to prioritize numerous demands and distribute efforts proportionately. Works closely with DESC contractors/funders and the community to assure successful coordination of care and promotion of client recovery to the highest degree possible.


Program Management & Service Coordination:

•Assure implementation of program goals and contracting requirements in congruence with principles of recovery-based services and other quality indicators.

•Development and maintain strong protocols to assure successful transition of consumers to resources. Collaborate with DESC staff of other programs and departments to ensure tight continuity of care for consumers.

•Assure regular and productive communication with other agency departments, particularly regarding service delivery and achieving program outcomes.

•Coordinate and participate in psychiatric consultations, clinical supervision, program meetings, and in-service training of program staff; participate in clinical reviews and case conferences.

•Develop and maintain effective ties with funding sources and representatives, attending relevant and required program meetings.

•Establish and maintain cooperative relationships with human service organizations that provide resources needed by mental health consumers and with other agencies in the mental health and social service system.

•Assist with development and review of budgets as directed, and manage programs within budget.


•Maintain strong knowledge of DESC personnel policies, procedures and collective bargaining agreement. Assure compliance with same.

•Provide routine clinical and administrative supervision for supervisors of each program.

•Conduct performance evaluations of supervisors on scheduled basis and maintain supporting documentation in confidential files.

•Assure adequate staffing of all clinical programs entry services programs.

•Educate supervisors and program staff regarding agency policies and procedures, contract requirements, and monitor for compliance.

•In coordination with other clinical programs managers and supervisors, maintain a system for training staff in all core competencies.

•Plan and provide staff training as needed.

•Coordinate with Human Resources staff to advertise and conduct hiring in a consistent, effective and cost efficient manner, with the goal of hiring and maintaining a diverse and competent staff.

•Participate in screening, interviewing and hiring processes as needed.

Contract Compliance & Quality Assurance:

•Maintain familiarity and compliance with all relevant DESC, County and State licensing, contract, regulatory and procedural requirements associated with service/treatment delivery, and assure compliance. Identify needs and assist in development and modification to procedures.

•Coordinate with Quality & Information Services staff in conducting quarterly quality assurance reviews of clinical charts.

•Oversee compliance with documentation requirements of relevant WACs, King County, PHP and other funding sources (as applicable), in conjunction with Quality & Information Services staff.

•Plan and coordinate program audits and site visits by funding and regulatory bodies.

•As required by funders or State licensing departments, develop and implement corrective action plans.

•Track clinical and administrative performance matters through chart review and database reports to assure quality, timeliness, and accuracy of program work.

•Complete or review all program reports required by each program.

•Resolve client complaints and grievances.

•Assess for risk and quality and design related quality improvement


•Maintain and establish relationships with Schools of Social Work and Psychology to facilitate student practicum placements at DESC.

•Assist to coordinate and supervise contracted licensure supervision staff and activities.

•As needed, provide clinical case management services.

•Participate in broader agency management activities as assigned.

•Participate in program design and writing of funding proposals.


•Master's degree in a social work, psychology or other relevant behavioral science or Bachelor of Nursing degree with specialty in mental health.

•Ability to meet Washington State requirements for registration as an agency affiliated counselor or higher relevant Department of Health license.

•Meet minimum criteria for mental health professional as defined in current RCW & WAC.

•Two or more years experience in community based mental health services.

•Minimum of two years supervisory experience.

•Minimum of two years project or program management experience.

•Experience working with adults experiencing homelessness, mental illness and/or substance use disorders.

•Ability to work flexible hours as required by program and staffing needs including occasional evenings or weekends.

•A personal vehicle is not a requirement of this position. However, if using a personal or agency-owned vehicle in the performance of job duties associated with this position, employee must possess and maintain a valid Washington State Driver's License, the appropriate amount of automobile insurance, and a safe driving record.

•Proven ability to influence and gain buy-in at multiple levels, across divisions, functions and cultures.

•Ability to work effectively with clients displaying a wide range of unpleasant and/or bizarre behavior.
