Join us at BGCAPP (Blue Grass Chemical Agent-Destruction Pilot Plant) where we will design, build, systemize, test, operate and close the plant whose mission is the safe and environmentally sound destruction of the chemical weapons stockpile stored at the Blue Grass Army Depot (BGAD) in Richmond, KY. The 15,000 acre depot stores mustard and nerve agent in rockets and projectiles. Our design concept for the pilot plant maximizes the use of existing technology from other successful chemical demilitarization facilities and well as First of a Kind (FOAK) technology. Parsons is currently seeking a Project Environmental Waste Manager.


Duties And Responsibilities:



  • Responsible for project waste management activities:

    • Supervision of Waste Management staff

    • BGCAPP Waste Management records and documents

    • Waste Management personnel scheduling and calendars

    • Budget management: work package manager perform the duties and requirements of EVMS work package manager, prepare estimates, and approve waste management-related expenditures



  • Complete and approve yearly employee performance appraisals for Parsons personnel (waste management staff, and others as directed by Parsons management team)

  • Schedule and perform off-site surveillances of TSDF used for disposal of BGCAPP and BPBGJV generated wastes

  • Compile project proposal & LCCE estimates for BPBGJV Project Management as directed/requested.

  • Develop RFPs as necessary and as requested for BPBGJV subcontracts for waste disposal and management.

  • Review and approve project plans, procedures, DTIs as required

  • Responsible for compliance with contract requirements outline in CDRL D012 (Hazardous Waste/Material Management Procedure), CDRL D013 (Hazardous Waste Shipping Procedure) and the use and application of associates procedures, desktop instructions, and operator aids.

  • Develop Waste Management Organization Self-assessments, assign responsibilities and assessment frequencies. Monitor results, ensure condition reports are generated and corrective actions completed in a timely manner.

  • Determine and assign training requirements for waste management staff including job-specific training and OJT for Waste Engineers, Waste Management Shipping Specialists, Explosives Shipping Specialists, Lead Waste Operators, and Waste Management RCRA Specialists

  • Monitor waste management subcontracts performance to contract requirements; coordinate with assigned STR and subcontract administrator on subcontractor performance, budget and invoice concurrences. Includes waste disposal, recycling and transportation subcontractors.

  • Perform subcontract administration functions for waste disposal, recycling, and transportation contractors as necessary

  • Attend required regulatory and Project required training; review regulations; and complete required reading to maintain certifications and professional proficiencies (RCRA, DOT, OSHA, Project-specific)

  • Serve as Project lead for coordination of waste management activities with O&M

  • Attend weekly safety meetings

  • Participate in QA audits and responses, as required.

  • Other duties as may be assigned.



Experience and Qualifications:


  • 4-year degree in a science or curriculum related to the assigned discipline and 15+ years of related work experience, including experience as a task leader. A non-science degree with 15+ years of related work experience is acceptable.

  • Knowledge of RCRA hazardous waste characterization

  • 24/40 hour HAZWOPPER and Certified Hazardous Material Manager (CHMM) certification preferred

  • Candidate should have at least 10+ years of related work experience, including waste management and/or munitions handling, and supervisory/managerial experience. Previous Chem-Demil, DOD, DOE, or government contract experience preferred.

  • Proven ability to perform in a supervisory/managerial capacity and a thorough knowledge of industry practices and regulations are required. Must also possess a thorough knowledge of current regulations, capabilities, and efficiencies in the waste management industry


Special Job Requirements:


BGCAPP is subject to the Army Regulations (AR 50-6 Chemical Surety and AR 190-59 Chemical Agent Security Program) which govern persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship and the ability to successfully complete a National Agency Check with Local Credit Check. (NACLC).

BGCAPP is a Drug Free Workplace. All employees are subject to and agree to random drug and alcohol testing as a condition of continued employment for the duration of their assignment.

This position may also require use of PPE (Personal Protective Equipment) and personnel must pass a respirator fit test and pulmonary function test.

Ability to obtain and maintain Blue Grass Army Depot (BGAD) site access is required. Access requirements include completion of a local records check and National Crime Information Center (NCIC) check.

BGCAPP operates on a 24/7 schedule including weekends and holidays. Ability to work a flexible schedule may be required.
