SETA/Technology Program Support Analyst

Key Role:
Perform day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel at multiple locations. Organize, direct, and coordinate the planning and production of all contract support activities. Support PMs in the technology investment planning process for advancing the state of the art in a wide range of technologies by combining strategic planning along with detailed technical assessment and analysis of alternatives. Assist with the management of R&D programs and performers in formal design reviews and informal status meetings. Support the client in outreach strategy to new customers and solutions leveraging S&T core capabilities.

Basic Qualifications:
-Experience with the preparation of program documentation, including purchase requests, statements of work, program plans, and briefings
-Experience in interfacing with government contracting officers and contract performers, involvement with proposal concepts, solicitation and assistance in evaluation of proposals, and generation of statements of work and technical specifications
-Experience in facilitating transition and deployment of developed technology to customers and assisting PMs with project planning, definition, outreach, and initiation
-Experience with leadership, including directing and managing the efforts of product development multi-disciplinary teams composed of SMEs, and PhDs
-Experience as a contract performer or SME-consultant on government-sponsored research and development activities or commercial R&D labs
-Experience with program management
-Ability to work as a team member, including being involved with complex research and development programs
-Ability to work in a dynamic environment and provide support for government program managers conducting scientific research and development in emerging technology to achieve transition and commercialization of products
-Top Secret clearance
-BA or BS degree

Additional Qualifications:
-Experience in managing technology development with PhD SMEs and non-SME multi-disciplinary teams and securing vision buy-in
-Experience with research or development in sensor systems technology
-Experience in creating innovative projects and programs with well-defined metrics for the fulfillment of objectives and end-user gaps
-Experience with program management and technical monitoring, including that performed by a contracting officer's technical representative for the US government
-Experience with system and product development, including hands-on design development through end users' installation and use
-Experience with evaluating, reviewing, and compiling source selection panel information for US government-published BAAs, RFIs, and RFPs
-Experience in the formulation of new R&D programs preferred
-Possession of excellent oral and written communication skills, including communicating with program performers, federal leadership, federal program managers, and customers
-Active DHS Suitability clearance a plus
