Job Description:

The CMOE contract includes a broad scope of research and institutional facility-related maintenance, operations, and engineering support services. While the majority of work is directly in support of LaRC, other industry partners and Government agencies may be supported at remote sites as directed by the Contracting Officer (CO). The CMOE SOW comprises three major categories of work - operations, maintenance, and engineering (OME), as described below. *Maintenance - Research and institutional facility maintenance, including, but not limited to, preventive maintenance, trouble calls, repairs, Reliability Centered Maintenance (RCM), Facility Condition Assessment (FCA), and maintenance/operation of central utilities (e.g., steam, electrical power distribution, potable water, storm water drainage) *Operations - Research facilities support including, but not limited to, wind tunnels, laboratories, test stands, instrumentation calibration/repair; research utilities (e.g., compressed air, Liquid Nitrogen (LN2) Plant); technology development and administration, including, but not limited to, Facility Automation Systems (FAS) and Data Acquisition Systems (DAS) *Engineering - Facility engineering including, but not limited to, engineering studies, design, construction, construction management, configuration management, tactical engineering, pressure system recertification, project management/planning support Jacobs has partnered with NASA to support space flight programs for more than 40 years and held the predecessor Research, Operations Maintenance, and Engineering (ROME) contract since 2004. We look forward to continuing that work as the contract for LaRC's Center Maintenance, Operations, and Engineering (CMOE) contract.


US Citizenship required. Minimum of two (2) years college or vocational training in Occupational Safety plus twelve (12) years relevant experience, or any equivalent combination of education/ experience for total of fourteen (14) years. BS degree in Occupational Safety strongly desired. CSP certification preferred or must obtain CPS within one year of hire date.

Demonstrate leadership ability and good communication skills required


Responsibilities:

The Safety Professional will be required to function well within with a team of safety professionals of various disciplines regarding all aspects of work performed under the CMOE contract. The person is required to evaluate and provide direction and institute control and remedial measures for hazardous and potentially hazardous conditions, equipment, and behaviors at field job sites in the areas of occupational safety, industrial hygiene, and environmental compliance, coordinates with other safety team members, NASA personnel, and maintenance/engineering/facility personnel to ensure CMOE contractual obligations are met safely and with good quality. As well as maintain records of job site visits and safety observations.
The Safety Professional will ensure expertise for the workforce in the following areas:



  • General and occupational safety including such topics as pre-task planning, PPE, confined space, and fall protection

  • Inspection and evaluation of workplace environments, equipment, and practices in order to ensure compliance with company, OSHA, and NASA regulations and standards

  • Lead, asbestos, and other hazardous chemical sampling for analysis

  • Safety incident investigations

  • Management and use of safety equipment (e.g., fall protection, respirators, gas monitors)

  • Hazardous chemicals

  • Writing, maintaining, understanding, evaluating, and updating safety and emergency response plans

  • Develop and deliver training to the workforce on those topics relevant to and required by their job.

  • Investigate and respond to safety concerns, maintaining a record of work performed

  • Be a member of the HAZWOPER team

  • Represent CMOE Safety to NASA and CMOE employees on relevant safety and environmental committees.



Essential Functions:
Work Environment
Office Environment. (50-65%)
Test/Industrial Environment - May be exposed to areas of high noise levels, hazardous propellants, explosives, chemicals and industrial facilities. Travel between facilities and test sites is required.

Physical Requirements:
Must have sufficient mobility to enter into confined spaces, crawl into or onto various assemblies while maintaining a clear vision of safety is required. Potential exposure to high noise levels, hazardous chemicals, propellants and the like. Appropriate PPE and training will be provided for all conditions. Must be able to walk, stand, bend, twist and sit for extended periods as well as climb, crawl, and lift up to 35 lbs.

Standard office equipment - PC, telephone, fax, copier, etc.
Software: MS Office Suite (Word, Excel, Outlook)

Attendance:
Regular attendance mandatory (100%)
Overtime/work outside normal schedule required (<20%)

U.S. Citizenship required. Must be able to work in a team atmosphere. Must put forward a professional behavior that enhances productivity and promotes teamwork and cooperation. Grooming and dress must be appropriate for the position and must not impose a safety/risk hazard to the employee or others. Must be able to balance scope, schedule and budget to insure project success. The work environment requires the ability to cooperate and work with individuals at all levels of the company and the client. Must be able to obtain and maintain a security clearance as required. A valid driver's license is required.
